An Enterprise View for Artificial Intelligence Capability and Governance: A System Dynamics Approach

The government “enterprise” consists of a complex set organizations with multitude goals and values, serving an equally diverse group constituents. Because this complexity, governing technology data to support Artificial Intelligence (AI) capability has proven be difficult task that –according experts– requires systems perspective in its design implementation. In paper, we take conceptual approach respond call from experts by providing working definitions both enterprise governance management. Using these municipal governments Mexico develop system dynamics model explore some potential trade-offs the process developing view information create AI applications government. Simulation experiments suggest emphasis on IT may strong foundation for development capability.
